Call for Experts: Research, Monitoring & Evaluation Roster (Afghanistan)

TAGHEER, a leading Research and Monitoring & Evaluation (M&E) consulting firm, is expanding its roster of expert consultants. We are seeking CVs from experienced local (Afghan), regional, and global experts to serve as Lead Researchers, Thematic Experts, and M&E Specialists for upcoming assignments in Afghanistan.

Required Qualifications

• A Master’s degree in a relevant field is required. Candidates with a Ph.D. are highly preferred.
• A minimum offive (5) years of professional research or evaluation experience related to one or more of the thematic sectors listed below.
• Health & Nutrition
• Education & Vocational Skills
• Social Protection & WASH (Water, Sanitation and Hygiene)
• Food Security & Livelihoods
• Rural Development & Community Resilience
• Small Business Development & Employment
• Value Chain Assessments (Agriculture & Livestock)
• Mining & Extraction
• Water Resources & Energy
• Gender & Women’s Empowerment
• Data Science & Analysis
• Finance & Accounting (as applied to project/program evaluation)

To be considered for the roster, applicants must demonstrate significant expertise in at least three (3) of the following five (5) core skill areas:

1. Evaluation & Assessment Design:Expertise in developing methodologies and advanced sampling techniques.
2. Literature Review & Tool Development:Proven ability to conduct comprehensive desk reviews and create high-quality qualitative and quantitative data collection tools.
3. Data Management & Analysis:Proficiency in managing complex datasets and conducting rigorous analysis (familiarity with statistical software is a plus).
4. Data Triangulation & Report Writing:Strong analytical skills to synthesize and triangulate findings from multiple sources and produce clear, high-impact reports.
5. Team Leadership & Management:Demonstrated experience in leading and managing research and evaluation teams, particularly in complex environments.
